The Panthers were really high on Flowers ahead of the 2015 draft. As @jjones9 reported at the time, the Panthers liked him enough to send OL coach John Matsko (now the WFT's OL coach) to have dinner with Flowers and work him out.

Flowers was one of the first guys in the end zone to celebrate when Washington scored. That never went unnoticed in 2019.
If Washington goes tackle at No. 19, it’s likely that 7 of its 9 starters on the OL and DL would be first-round picks.

Aside from character concerns, Parsons has a tendency to be tricked consistently with misdirection, read options, jet sweeps, etc and end up in the wrong spot. He also didn't have to man cover too much. I think scouts are projecting that ability based on his athleticism.
