Troy Vincent said on the conference call that the NFL had wanted to use the Hawkeye officiating camera system that the XFL had used, but because of Covid-19 restrictions, teams couldn't get workers to all the stadiums to set up those cameras, so that'll have to wait another year.

Even if proposed 4th-and-15 alternative passes today, traditional onside kick would still be allowed. But it’s harder to recover under current rules: 49 of 299 in 2013-17 (16.3%), 12 of 114 in 2018-19 (10.5%). This is a response to that, not a precursor to eliminating kickoffs.
