The NFL now will require any team with a head coaching vacancy to interview at least two minority candidates from outside the organization, source says. The Rooney Rule also will now formally apply to coordinator vacancies and at least one minority candidate must be interviewed.

Those tweaks to the Rooney Rule do not require a vote of the owners. They will go into effect no matter the outcome of Tuesday's vote of the owners on the proposal that a team would improve its third-round NFL draft position by hiring a minority head coach or GM.
