I will say this - Simmons, for as good and versatile as he is, he's not a POA linebacker...which is 100% ok. He's a "chase" LB, and that too is fine. The one weakness to his game is playing off and through blocks to get to the tackle

My thing on Simmons is at clemson he showed he can be elite if you stick him at only LB or only S. He did it all. then he weighed in at 240 (ideal LB weight) & ran a 4.3 (elite DB speed) to back up what he showed at Clemson. He’s not a tweener, he’s ELITE at multiple positions

third in sacks, but look at their third down issues. MASSIVE. i like okudah a lot, but a good CB impacts half the field. An elite edge rusher affects everyone. Pretty much every Def coach would say the same. not a hard choice.
