Robert Davis was waived last week so the Redskins could sign J.P. Holtz from the practice squad due to Jordan Reed's concussion. Washington chose to go with 5 WRs on the roster, and probably felt that their 6th WR was a safe bet to clear waivers.
Davis made an amazing comeback from a broken leg and multiple torn ligaments. He made the team after catching multiple touchdowns in the preseason. Now he gets a chance to stay with the team after clearing waivers, and stay ready for his next chance to make the 53-man roster.

Ben Standig from the Athletic reported the team's interest in bringing Davis back, and then their intention to sign him to the practice squad. He also mentions the growing list of injuries for the Redskins. Derrius Guice and Jonathan Allen are dealing with knee injuries. Caleb Brantley re-aggravated his foot. Fabian Moreau is still dealing with an ankle injury that was in a cast. Jordan Reed is trying to get cleared from concussion protocol. Colt McCoy is still trying to come back from his broken leg last year. That is a long list, and almost fills their 7 inactive spots already for this week.
