The Redskins are bringing back WR Brian Quick according to his agent. Quick was with Washington the last two seasons, but had very limited production. He is a former 2nd round pick by the Rams, but has been reduced to 7th string status in the NFL.
Quick actually gets credited with starting 4 games for the Redskins(1 in 2017, 3 in 2018). He only had 6 receptions in 2017, and then 3 last season. Quick didn't make the initial roster, but was re-signed early in the season.

The Redskins have big issues at wide receiver heading into this season. The Quick signing is just a depth/in case of emergency signing. The team hasn't made any moves at the position, but are reportedly ready to make a splash. This ain't it.
