OTA does not stand for "Organized" "Team" "Activity"

First, OTA's are voluntary and thus avoided by some members of the roster. Calling them an "Organized Team" activity is at best incomplete.

Second, it is strictly non-contact. Hitting is not allowed during the OTAs to protect the players, thus "Activity" is a bit misleading. Per the Official Site "OTA practice sessions are basically instructional in nature" and run until the actual mini camps in mid-June. Confirmed attendees so far are Smoot, Moss (I think?), Portis, and Zach Hilton.

Smoot was among the Redskins players on hand for the start of Organized Team Activities, or OTAs, on Tuesday. He worked along-side teammates, gearing up for the 2007 season...

Santana Moss was among several Redskins players who, last January, asked head coach Joe Gibbs to adjust his off-season workout program.

In years past, players were strongly encouraged to attend the voluntary workout program from late March to early May. This year, Gibbs allowed veteran players to work out on their own until the start of OTAs.

Said Moss: "It feels good to be back. I honestly feel great. It gave me some time off and I had the chance to do what I want to do. Now I'm back, ready to work."...

Running back Clinton Portis was at Redskins Park on Tuesday working with athletic trainers as he continues to rehab from shoulder surgery...

Veteran tight end Zach Hilton, signed by the Redskins earlier this week, also participated in practice on Tuesday. Hilton is a four-year NFL vet who previously played with the New York Jets and New Orleans Saints...

Will update with attendees as soon as I can confirm they were there. Also, per an Extreme Skins Press Release, the Redskins signed WRs Dan Melendez and Kyle Brown:
Melendez (6-2, 173) came out of Maryland in 2006 and was signed as an undrafted rookie free agent with the Kansas City Chiefs. He was brought into the Redskins rookie mini-camp as a tryout player on Sunday. While at Maryland, Melendez played in 39 games and totaled 61 catches for 891 yards and four touchdowns.

Brown, (6-1, 210) came out of Michigan State in 2006 and was signed as an undrafted rookie free agent with the Kansas City Chiefs. He was released prior to the start of the season. He appeared in 42 games with 26 starts at Michigan State and caught a total of 88 passes for 1,329 yards and six touchdowns as a Spartan.

Steven Harris, who tore his ACL earlier this week, was placed on Injured Reserve.
