I can only explain this as a

masterpiece of media manipulation in the Bill Billichick school of keeping an opponent and the media on their toes, without any real commitment. I think if you are filling out the roster, in his mind ARE is next to PR. But, in reality, he will stick in whomever he feels like knowing Hall wants a shot at the Falcons and Santana is a great PR weapon.

Not much to see here, methinks.

i hate to say it

but do you really think Zorn is really that much of a mastermind? I mean really, the dude that couldn’t call a good red zone play if Madden whispered it in his ear on the sideline?

Oh, God. It just occurred to me that Madden retired this year… He’s our next head coach. Shit.

They only need to prepare for Santana, anyway.
ARE sucks and will only call fair catches. Punt and your done. Preparation: done.
Hall hasn’t returned punts since college and just wants revenge anyway. Hit him in the mouth the first time he goes out to return a punt. Preparation: done.
Whether either of those guys is actually returning punts probably won’t matter in the end. I’m pretty sure Santana is the only guy who will actually be able to do anything in the punt game.

It isn't playing mind-games.

It was a comment taken too far. Zorn plans to use Randel El, Hall, and Moss as punt returners. But as the media always does, a comment like “we are going to try using Hall in punt returns” gets overblown into “Hall is the new exclusive punt returner”
